Can I set up a domain name (http://www.blah.com) with apache? If not, how does FatCow do it?

I want to set up a website at http://www.mydomainname.com for free, using my computer as the server. I can get http://123.456.78.90/ with apache, but is there a way to make that a domain name for free with apache? If I can’t do this, what is special about website hosts that allows them to sell domain names? How does that work then?
